Enable CDB for storing Trackers calibration as binary data

Description
A request has been made by Chris Heidt to add a new detector type 'Trackers' to allow storing tracker calibration data as a binary blob.
- Estimated time changed from 4.00 h to 2.00 h
Implemented, installed on the preprodcdb. Open for testing.
Added support for Cabling as well.

This has been done for a while now. Closing issue.
