Position and error from TOF recon for global recon

Description

For global reconstruction the position of spacepoints in the TOFs needs to be known. Currently, the TOF reconstruction returns an x and y position in terms of the slab number, and so to give a position vector to the global track reconstruction, currently the conversion from slab to coordinate is done by globals in ImportTOFRecon.cc by hard coding the position of the slab based upon the Step 4 legacy geometry, and the z position is also set as the position of the TOF in the legacy file. Currently errors on the spacepoint measurement are just set to half of the bar width. Ideally, the position and the errors on the position obtained from the TOF recon would instead be in the global system, as they are for tracker recon.
